This
is the first AAPAM
testimonial lecture
that was delivered
by Mr. Joseph Rugumyamheto
to delegates at
the Roundtable Conference
of the African Association
for Public Administration
and Management(AAPAM)
in Arusha, Tanzania
on 4th December
2006.
In
2006 AAPAM established
a Testimonial Lecture
event as part of
its Reward and Recognition
Program to recognize
the special contribution
to public service
in Africa by high
level retiring or
retired public servants.
The Purpose of the
Lecture is to provide
a forum for the
recognized person
to address the distinguished
audience at the
AAPAM RoundTable
Conference on a
topic about which
he/she is considered
to be an authority.
The Testimonial
Lecture is an honour
bestowed by AAPAM
on the individual
as a public tribute
to that individual
and his/her achievements.
The Lecture is normally
given at the end
of ones career in
the Public Service
and is extended
to reflect on the
achievements of,
and lessons learnt
from that career.
