TESTIMONIAL LECTURE
ENHANCING
SERVICE DELIVERY THROUGH DECENTRALISATION: THE CASE OF LESOTHO
This is the second AAPAM Testimonial Lecture that was
delivered by Hon. Dr. Ponts’o Sekatle, Minister of Local Government, Government
of the Kingdom of Lesotho, at the Roundtable Conference of the African
Association for Public Administration and Management (AAPAM) in Accra, Ghana
on 6th October 2008.
In 2006 AAPAM
established a Testimonial Lecture event as part of its Awards and Recognition
Programme to recognize the special contribution to public service in Africa by high level retiring or retired public servants.
The Purpose of the Lecture is to provide a forum for the recognized person to
address the distinguished audience at the AAPAM Roundtable Conference on a
topic about which he/she is considered to be an authority. The Testimonial
Lecture is an honour bestowed by AAPAM on the individual as a public
tribute to that individual and his/her achievements. The Lecture is normally
given at the end of ones career in the Public Service and is extended to
reflect on the achievements of, and lessons learnt from that career. Dr.
Sekatle had a distinguished academic career at the National University of
Lesotho from which she retired to join politics.
