Dr. John Nakabago

President

Dr. John Nakabago is the President of African Association of Public Administration and Management (AAPAM), this appointment came following the general elections held at the 41st Roundtable Conference held in Cape Town, South Africa in December 2022. Dr. Nakabago has over 40 years of working experience in various capacities in the Public Sector, he currently serves as the Director Finance and Administration/ Secretary to Governing Council at the Uganda Management Institute (UMI). Dr. Nakabago has previously held leadership roles including Director - Project Implementation Unit – Ministry of Education and Sports, Uganda (1997 to 2006), Project Administrator - Ministry of Local Government (Uganda), 1991-1998, Principal Accountant, Coffee Marketing Board, Head of Management Accounting Division and Chief Accountant - Jubilee Ice Soda Works Limited (1986 to 1990), Head of the Accounts Department and Company secretary Accountant - Uganda Grain Milling Company Limited. 1981 – 1986. Dr. Nakabago holds a PhD in Business and Economic Sciences from the North West University (South Africa), Master of Business Administration and Bachelors of Commerce from Makerere University (Uganda)

Mr. Dada Joseph Olugbenga

Deputy President

Mr. Dada is the Director of Studies at the Administrative Staff College of Nigeria (ASCON). Before joining the Administrative Staff College of Nigeria (ASCON) in 1996, he worked in the private sector as a Marketer, ICT Consultant and Human Resource/Administrative Officer. A seasoned administrator, a public affairs and development management analyst of international repute, Mr. Dada has served as a Consultant/Resource Person to various international, regional and national organisations including the UNDP, COMSEC, ECOWAS and World Bank- sponsored Projects. Mr. Dada holds a B.ScHons (Economics) from the University of Maiduguri (1991), and an M.Sc (Environmental Resource Management) from the Lagos State University, Ojo (1998). In addition, Mr. Dada obtained a Graduate-Diploma (Corporate Management) in 1996, from Nigeria College of Administration and a Diploma (Data Programming and Processing), 1992 from the AusChris Computers, Kaduna.He has attended various conferences, seminars and workshops within and outside Nigeria. In addition, Mr. Dada has contributed to numerous academic books, journals and articles. He has presented over 30 peer-reviewed international conference papers. He is also a member of numerous professional bodies including, AAPAM, the Institute of Management Consultant of Nigeria (IMCON), the Nigeria Economic Society (NES) among others.

Prof. Saleh El sheikh

Saleh Abdel Rahman, PhD (AKA Dr. Saleh EL-Sheikh) Currently, president of CAOA (Central Agency for Organization & Administration (at the level of Minister), in addition to being a tenure-track professor of Public Administration at Cairo University. Head, civil service council. PhD in Public Administration, School of Public Affairs and Administration (SPAA), Western Michigan University (WMU), Kalamazoo, Michigan, USA. former, Vice-Minister of Planning, Monitoring and Administrative Reform. Member of the Supreme Committee for Administrative Reform headed by the PM of Egypt. Vice-head of the Executive Council of the Arab Administrative Development Organization (ARADO), (one of the Arab League regional organizations) Deputy, head of the Executive Committee of the African Society of Public Administration and Administration (AAPAM) for North Africa Former Advisor at the Ministry of Local Development for Decentralization and Capacity Building. Member of the Egyptian National Committee for Governance, to facilitate the national report to the African Peer Review Mechanism, Former Head of the Department of Public Administration, and Acting Vice-Dean of the Faculty of Economics and Political Science for Community and Environment Service Affairs, Future University in Egypt. Former Director of the Public Administration Research and Consultations Center, Faculty of Economics and Political Science, Cairo University. Member of several governmental committees such as the Administrative Reform Committee, New Local Administration Law Drafting Committee, Civil Service Law Committee, Member of several professional associations such as the Arab Administrative Development Organization and worked as a consultant to many international organizations such as UNWOMEN. Participated in several conferences inside and outside Egypt and have published several research papers in the field of public administration, administrative reform, organizational development, decentralization and local reform. As a university professor, has taught several courses and supervised lots of PhD and Master’s thesis.

Dr. Nicholas Francis Ayamga

Vice-President, West Africa

Dr. Nicholas is a public administration and governance scholar and practitioner with impressive practical and research experience in leadership and management, development policy, institutional analysis, performance management and human capital development. He is a Deputy Director (Administration) on secondment from the Office of the Head of Civil Service in Ghana to the Parliament of Ghana, where he provides technical support to the Office of the Clerk to Parliament/Office of the Head of the Parliamentary Service, in the areas of strategic planning, performance management and institutional reforms. At the Office of the Head of Civil Service, where he worked for approximately 14 years, Dr. Ayamga was involved in the development of human resource management policies for the Ghana Civil Service as well as strategic planning and performance management. He is an Adjunct Lecturer at the University of Ghana (Business School) and the Ghana Institute of Management and Public Administration (GIMPA). Dr. Ayamga holds a Ph.D. in Advanced Policy Studies from the National Graduate Institute for Policy Studies (GRIPS), Tokyo, Japan.

Mr. Ayoub J. Kilabuka

Vice-President, East Africa

Mr. Ayoub is the Director of Corporate Services at Tax Revenue Appeals Board which is affiliated with the Ministry of Finance and Planning in the United Republic of Tanzania. Mr. Ayoub is also a Publicity Secretary at AAPAM Tanzania Chapter elected May 2021. Before joining Tax Revenue Appeals Board, Mr. Ayoub was a Manager for Human Resources and Administration at Tanzania Veterinary Laboratory Agency, under Ministry of Livestock and Fisheries for three years. He also worked with National Social Security Fund in Tanzania. Previously, he started his career under President’s Office, Ethics Secretariat. Mr. Ayoub holds a Master degree in Science of Human Resources Management from Mzumbe University, and a Bachelor Degree of Public Administration (Human Resources Management) from Mzumbe University.

Eng. NOUNDJEU Faustin Clovis

Vice President AAPAM Central Africa

Mr. Faustin Clovis Noundjeuis a Civil Engineer, who currently serves as the Deputy General Manager of the Cameroon Real Estate Corporation. After his postgraduate studies from(1975-1980) at Ecole nationale Supérieure Polytechnique de Yaounde and at l’ INSA de Lyon, he was recruited in 1980 to the Ministry of Town Planning and Housing in Cameroon. He has held several positions at the Cameronian public administration such as Director of Town planning (1995-1998), Director of Cadre de vie at the Ministry of the City (1998-2000) ; and finally Technical advisor at the Ministry of Urban Development and the Housing (2008- 2010). Mr. Noundjeu has supervised several studies and particularly the strategy of the development of the urban sector in Cameroon (2008-2011) and the strategic plan of the development of SIC (2015-2016). He has also served as a lecturer on urban engineering in several academic institutions such as Ecole des Travaux Publics de Yaoundé (1984-1990) ; École Nationale Supérieure de Yaounde (1998- 1990) and currently at the University of Yaounde I since 2011. He has given several lectures at AAPAM annual conferences and he is certified expert in building and public works. M. Noundjeu has similarly participated in several studies and organized seminars on the management of local development in Cameroon.

Dr. George Kojo Scott

Secretary General

George Kojo Scott is the current Secretary General of the African Association for Public Administration and Management (AAPAM). He has previously served in the Public Service of Ghana in different capacities including Chief Director (Permanent Secretary) in the Ministry of Environment, Science & Technology and the Ministry of Aviation Ghana. He was also for many years a part-time lecturer of Post-Graduate course in Public Administration and other training programs at the Ghana Institute of Management and Public Administration (GIMPA). In AAPAM, Scott has led the Association in hosting several Annual Roundtable Conferences and other capacity development programs including international workshops, seminars and trainings in a number of African countries. He has further participated and made presentations in several international conferences. Currently, he also serves at the United Nations Committee of Experts on Public Administration on an observer status. George Scott has authored three books; co-edited four recently published AAPAM books; and contributed widely in internationally accredited journals.

The Council

The AAPAM Council supports the Executive Committee and the Secretariat in managing the affairs of the Association. It consists of National Chapter Chairpersons, representatives from management development institutes and higher learning institutions, as well as delegates from both corporate and individual membership.

The Secretariat

This is the technical and administrative arm responsible for the day‑to‑day operations of the Association. It is headed by the Secretary General and supported by the Secretariat staff. The Secretariat is based in Nairobi, Kenya. As the implementation wing of the Association, it is tasked with executing all programmes, activities, and events of the Association.
