45th Roundtable Conference hosted by the Kingdom of Lesotho from 1st to 4th December 2026)
Historical Background
Established more than forty years ago, AAPAM has been at the forefront of initiatives aimed at enhancing the administrative and managerial capacities of public administration systems across Africa. Its origins trace back to 1962, when Permanent Secretaries responsible for Public Services from various African nations convened to address two major challenges confronting public services at the time.
In 1971, this network of Heads of Civil Service formally institutionalized their collaboration, leading to the creation of the African Association for Public Administration and Management (AAPAM). The Association was officially inaugurated by the late Dr. Siaka Stevens, then President of Sierra Leone, and its first President was the late Dr. Robert Ouko, a Cabinet Minister from Kenya.
